Energy Bill - Capps Amendment and Passage

The House passed the wide-ranging energy bill H.R. 6 on April 21, 2005 by a vote of 249-183 after two days of votes on amendments. Forty-one Democrats voted for passage and 22 Republicans voted against.

The table below shows individual votes on passage and on the key Capps amendment to limit oil company liability for contaminating groundwater with the toxic pollutant MTBE, an issue which is describe here The table permits sorting for each of seven caucuses and district median household income. The House Rural Caucus has been added to those caucuses included in previous Techpolitics reports. Note that sorting by caucus produces a secondary sort by vote on final passage. On some votes, regional interests clearly were more important than other factors.

On passage, the Rural Caucus voted 86-44, the Blue Dogs voted 15-20, the Progressive Caucus members provided 3 votes for the bill, the Congressional Hispanic Caucus voted 10-11 and the Congressional Black Caucus voted 11-29. There is some overlap in membership among caucuses. A few Congressional Rural Caucus members do not represent rural districts.
